Polygraph Specialists Qualification School

The Polygraph Specialists Qualification School was set up at the Institute of Criminology of the Centre of Special Technologies of the FSB of Russia in the spring, 1996. By the time of its creation the specialists of the Institute of Criminology already possessed a 20-year hands-on experience of the Polygraph usage in law enforcement practice.

In 1999 on order of the Chamber of Commerce & Industry of the Russian Federation (CCI RF) in cooperation with the Russian Agency of Economic Security and Risk Management (RAESRM) the Institute of Criminology has developed the following two legal normative acts:
— standard STO RAESRM 51-01-99 Preparatory Set for Professional Qualification of Polygraph Application Specialists (Polygraphologists) (state registration № 844268, February, 9 1999)
— standard STO RAESRM 51-02-99 «The Polygraph Aided Interview Technique» (state registration № 51-02-99, April, 15, 1999) To assess the quality of the newly developed Polygraphologists qualification standard the first trial group of non-state employees was educated at the School in spring, 1999. The curriculum proved to be viable: the specialists trained on this program have successfully mastered the method and implemented it in the course of their professional activity.
Between 1999 and 2000 the specialists of the Institute of Criminology in close cooperation with the Russian Agency of Economic Security and Risk Management carried out the training and evaluation of a mixed group of polygraphologists for state institutions and private companies. In the years 2001–2003 this training program was executed under the auspices of LLC «Areopagus-M», and since 2003 — in cooperation with LLC «Areopagus-Centre». Since its birth, over 150 specialists have been trained at the Polygraph Specialists Qualification School. They now work with the Federal Security Service and other Federal Departments of Russia, with commercial companies of various ownership, with state and private institutions of some other CIS countries. These days about 50 more of its students — employed by state and non-state institutions are having their course of study at the Polygraph Specialists Qualification School.

Training courses of polygraph specialists for non-public institutions and bodies
These courses train polygraph specialists (specialists in interrogation using polygraph (IUP)) for they apply the mentioned method in the process of selection and testing of persons being employed and/or working personnel of municipal and commercial organizations of different ownership forms.

Studies at training courses of polygraph specialists are held in accordance with the standards STO RAEBUR 51.01.99. (State reg. No 844268 dated February 9, 1999) and STO RAEBUR 51-02-99 (state reg. No 844276 dated April 15, 1999) and are accomplished under educational and methodical assistance of polygraph specialists of Russian Federal Security Service.

During 6 week training course (360 study hours) students get substantial preparation in theoretical and legal matters of IUP application, pass extensive practical lab training and probation becoming proficient in IUP in real conditions under supervision of professional polygraph specialists. The training course results in a qualification exam and in case of successful passing of which the Expert Examination Board acting in accordance with STO RAEBUR 51-02-99 confers a qualification of IUP specialist on and issues the standard certificate.

Training courses of expert polygraph specialists for federal authorities and institutes of higher education of Russia

These are unique courses that are accomplished in accordance with the «Program of specialists training in interrogation using polygraph (polygraph specialists)" of Institute of Criminalistics UNTO FSS RF.

Training course (380 study hours) is accomplished under educational and methodical assistance and participation of polygraph specialists of Russian Federal Security Service and consists of three stages: 1 stage — Basis course, 2 stage — instruction course by correspondence and 3 stage — final course. The education results in a qualification exam and the qualification certificate of expert polygraph specialist is issued.
